Let’s grow the future of hardwoods together!Information & RegistrationUpdate from HardwoodFederaonDana Cole, Execuve DirectorJuly 2025Trade Concerns Connue to DominateThe connuing evoluon of the Trump Administraon’s trade policy connues to be the top issue for the Hardwood Federaon…and for most of Washington, D.C. as we hit the midway point in the President’s rst year of his second term. Although there is currently a “pause” on increasing tari levels for most countries unl August 1, as this arcle is being wrien, new announcements are coming fast and furious about new tari levels for some countries (Canada, Mexico, and the EU), standard tari levels of 10-15% for others, and promises of imminent announcements of nalized trade deals. So how does the Federaon stay on top of a constantly changing status? The only honest answer is, we are doing our best, but it is a challenge. Just as every other trade organizaon in town struggles to stay current, so does the Hardwood Federaon team. But we do have some strategies to keep up to date and to proacvely advocate for the U.S. hardwood industry as the situaon develops.First, we are in regular contact with key Administraon ocials and Congressional oces that provide informaon and are available to answer quesons. We also follow D.C. based informaon networks that distribute updates, oen in real me, of ocial Administraon news alerts as well as the unocial comments shared on social media channels like X or Truth Social. In terms of trade specically, Hardwood Federaon Execuve Director Dana Lee Cole is the Vice-Chair of the U.S. Department of Commerce’s Internaonal Trade Advisory Commiee on Building Materials. As such, provides informaon, input, advice and comments to the Commerce sta working on issues related to internaonal trade and business issues. She also has security clearance (albeit at a prey low-level) to receive condenal updates and informaon related to ongoing trade negoaons. This not only allows for input into the negoaons process but also helps inform and direct Federaon advocacy eorts. As an industry associaon located in Washington D.C., we meet with peers from other organizaons on a regular basis, both in scheduled meengs and as a part of day-to-day casual interacons. These exchanges oen provide insight not available in media accounts or in formal updates from Congress or the Administraon. This is also an excellent example of the benets of having a D.C. presence. The Hardwood Federaon is a very small team, although one comprised of dedicated professionals! However, some addional help can be necessary (and welcome) in order to meet the goals we set for ourselves as well as those set by the Cont on pg 8

READ MORESmall business opmism is relavely steady but uncertainty remains high: The NFIB Small Business Opmism Index edged down just 0.2 to 98.6 in June, with the decrease stemming primarily from a decline in stocks of inventories. Meanwhile, the Uncertainty Index fell ve points to 89 but remains well above the 51-year average (68) and the average since 2016 (80). Taxes were ranked as small businesses’ top concern in June. Labor quality ranked second as the top concern for many small business owners in June, with the challenge of lling open posions remaining acute in manufacturing. Why it maers: With the passage of the tax package behind us, taxes are likely to drop in the list of concerns next month. On the other hand, labor quality will remain a challenge for manufacturers. Uncertainty, which dropped in June, will likely rise as the pause on higher tari rates was postponed again, amid a urry of new tari rate announcements. - excerpted from excerpted from “NAM-Weekly Economic Report - July 14, 2025”| NAM. 13goods producon stayed the same over the month, while nondurable goods producon increased 0.3%. Manufacturing capacity ulizaon rose to 76.9%, up 0.1 percentage points from May and 1.3% over the past year, remaining 1.3 percentage points below its long-term average from 1972 to 2024.Why it maers: Although manufacturing producon edged up in June, output levels have sll not fully recovered from April’s drop. Aer a strong early gain of 3.7% in the rst quarter, the engine is clearly losing steam. - excerpted from excerpted from “NAM-Weekly Economic Report - July 23, 2025”| NAM. Naonal Associaon of Manufacturers.: n. pag.Congressman Jared Golden (ME-02) and Senator Susan Collins (R-ME) today introduced the bicameral, biparsan Loggers Economic Assistance and Relief Act, which would establish a new program within the U.S. Department of Agriculture (USDA) to support loggers who have lost income due to natural disasters.Senator Angus King (I-ME) and Congresswoman Chellie Pingree (ME-01) are original cosponsors of the legislaon, while Congressman Pete Stauber (R-MN-08) is the lead cosponsor in the House. Current law excludes loggers from the kinds of disaster relief and assistance available to other industries, including shermen and farmers, when natural disasters strike. Under the Loggers Economic Assistance and Relief Act, a disaster declaraon from the president or governor would unlock federal assistance eligibility for logging businesses with at least a 10 percent loss in revenue or volume compared to the prior year. Covered damage would include high winds, re, ooding, insect infestaon and drought.
